Unable to access BI Publisher url after restarting console

Hi All,
I perform the restart operation from the console. After performing the restart operation from the em console, i am not able to access the em console url and bi publisher URL.

Please let me know whether the restart of the em console affect the access of the BI Publisher URL ?
