Balance not getting updated for Non Currency Resource Bucket until pipeline is restarted.

Hello All,

I have an issue where the non-currency bucked is not getting updated.

1> Create an account. Account created on 06-12-2012. By 31-12-2012, 29.44 BD international usage done.

2> Run billing for december cycle.

3> Billing time discount will provide -20% of X into the non currency bucket. As in above case, -5.888 BD is provided in the NCR bucket.

4> The international call usage of Jan should first consume the NCR of -5.888 and then currency impact should be there.

Issue: 

1> While doing rating for international call, the NCRvalue of -5.888 BD is not considered.

2> Pipeline restarted.

3> Then, the NCR value of -5.888 comes into picture. But, after the pipeline restart.
