APP-PA-19242: The expenditure item date is not within the active dates of the project

A user is attempting to discard invoice lines on an invoice matched to a PO and encounters "APP-PA-19242:  The expenditure item date is not within the active dates of the project".

There is no project related to the PO or the invoice.

I found a bug reference for 11.5.x but we're on 12.1.2.

Anyone ever encounter this and find a solution?
