Attachments.zip is corrupted in Oracle Purchasing Notifications.

We have an issue in Oracle Purchasing r12.1 where when we send PO.pdfs to suppliers and there it goes along with it file type attachments that  standard Oracle compresses  into a zip file called attachments.zip.   We have maximum attachment size set at 12 mb which is WAY more than what we usually send.

When we use 'To Supplier' attachment(s), they are compressed into zip file and sent to supplier, along with the PO PDF.

The issue The zip file cannot be unpacked on windows or mac client using double click or uncompress (right click) actions. See attached.

When we attempt to open the zip file windows throws following error
