Java applet is not open when oracle application login

 Hi,
I have issue regarding JAVA APPLET..when i login into EBS and open Java applet first time,the java applet window doesnt open.I close the java applet and then re-open java applet than it open successfully.i always do the same thing when my laptop restart.the question is why java applet is not open at first login?
