Wthholding Tax on Payables Invoices not deducted when running Netting Process

Dear All,

We are running Oracle Financials R12.0.6. I have an issue while running the Netting process

On submitting the Netting process of netting Payables and Receivables Invoices, there are some Payable invoices on which Witholding Tax Group is applied.

However, the system does not deduct the Withholding Tax. (In Payables setup, Withholding Tax is setup to be calculated at Payment time)

What is the remedy for this issue.
