APPLY and CANCEL buttons are missing in work order completion page

 Hi All,

We have the below requirement..

In work order notification page. By clicking on work order details. Clicking on complete work order button navigates to complete work order page and asking to provide details and click on APPLY button.

But APPLY and CANCEL buttons are missing in the page.

When trying to complete the work order directly by clicking on complete work order icon the APPLY and CANCEL buttons are displayed in complete work order

From the Notification the buttons are invisible for all the users.

Anybody tried the above case..Is this the standard functionality..
