PO output for communication XML output does not have data tags under <line_locations>

Hi,

We are using R12 12.1.3

The XML output for PO output for communication does not have tags inside <LINE_LOCATIONS> 

extract from XML output:

    <LINE_LOCATIONS>
   </LINE_LOCATIONS>

Please could you guide me to have solution on this.
