BI Publisher Desktop only works with Administrator priviledges in Win7 machine

I have tried different versions of the product, if it installs correctly then when you log in the machine as a user that has no admin rights, bi publisher tab does not show up on word 2010.

Any solutions to this issue? have not seen any posted so I figure either no one uses win7 or most use admin rights as default (not good practice).
