Patch 9449218 is a prerequisite for another patch.  The readme for 9449218 states:

Please note you must have already completed an installation of, or upgrade to,
Oracle Applications Release 12.1.1(7303030) and Oracle Applications Release
12.1.2(7303033) successfully before applying this patch.

The question is, should this patch be applied to a 12.1.3 system?
