adutlrcmp.sql hangs when running ADPATCH or ADADMIN

Hi Team,

adutlrcmp.sql hangs when running ADPATCH or ADADMIN 

While running a patch 14374740:R12.CE.B, the adutlrcmp.sql run for infinite 

Steps performed are:
===================
The issue can be reproduced at will with the following steps:
1. applied patch Patch 14374740:R12.CE.B
2.  it looks complete
3. adutlrcmp.sql hangs

--> Already bounce the database but issue still perist.
--> Now main concern is why its failing with adutlrcmp or utlrp.
--> Uploaded the patch log and alert log file.
