raw_cost fields vs burdened_cost fields in Approved Cost Budget

We have a custom budget upload which will load the cost of a resource into the burdened_cost field regardless of whether we specify Amount_type = Raw Cost or Burdened Cost.  I do not see an issue with this and could not find in the API where this is specified so my thoughts are that this is standard functionality and not the way that we have coded our upload.

I would kindly appreciate feedback regarding if you think this may present an issue down the line; I do not see a problem with holding the budget with burdened_cost amount and raw_cost being null or is there?
