"CANCELED" workflows not getting purge by "Purge Obsolete Workflow Runtime Data " program.

I am purging workflow data in batches of 100K using the following procedure.
1.  using exec wf_engine.abortprocess() " to move the OPEN notification to CANCELED
2. Running "Purge Obsolete Workflow Runtime Data " program to purge that.

It worked fine for 2 batches of 100K , but for the third batch Step 2 not working i.e.m CANCELED notifications are not getting purged.
