RMAN report obsolete and delete obsolete commands

Does report obsolete command report obsolete backup of archivelog? Does delete obsolete command delete obsolete backup of archivelog? I thought the answer is yes but I found some of our production databases delete obsolete archivelog and some do not.
We are running Oracle 10g and 11g on Solaris 10. The full RMAN backup is made everyday. No recovery catalog is used.
