Charge account alert message in IProcurment

Hi,

I have an requirement to do as when Requester enter's the charge account an alert should pop up to the notifier with some xxx@y.com that saying that the Requester belongs to X department and choosen this XXV account.

this alert should fire when requester enter's PO charge account and clicks on apply.

the main problem is requester's are using different charge accounts so by this the AME flow is picking other department user approvals basing on the charge account.

so by making an alert to pop up with the charge account and requestor details to some xxy@y.com, one can get notified about the use of different charge account.
