Error while opening the Bank page from setup menu under cash management responsiblity in R 12

When I am opening bank page through Cash Mangement Superuser->Setup->Banks, getting below error :-

You have encuneterd and unexpected error. Please contact your system admisnistrator.

Please anyone tell me what could be the possible reasons for this error ?

I read in metalink that some grant needs to be given to the user from user management responsibility for creating Bank account.

Is this error because of that or some other reason?
