Patch Impact Analysis

I am relatively new to EBS. I guess I am still a little confused about patch impact analysis. I understand that some of the patch can have new functionality to the system. My question is will those new functionality be listed in the patch readme? How would I know if the patch has more than just fixing the current problem? Please advise. Thank you very much.
