Upgrade driver fails ORA-29861

Hello There -

Upgrade driver to R12.1.1 fails with below error:

sqlplus -s APPS/***** @/u03/app/oracle/govup/apps/apps_st/appl/okc/12.0.0/patch/115/sql/OKC_4662250.sql
UPDATE okc_terms_templates_all
       *
ERROR at line 1:
ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE
