Why <?split-by-page-break:?> doesn't work for page break

I am trying to separate Purchase Order page from the Term & Condition on the pdf file, so I put <?split-by-page-break:?> at beginning of the term & condition page, but it doesn't work. When there's not many lines on the PO description, the Term and Condition will move up to the PO page.Can anyone help, please? Thanks
