3rd vote disk (quorum disk) on ACFS

we have 2 data centers. 

so we have keeping redundancy as Normal at ASM Level. one copy will be at site A SAN + 1 vote disk and second copy will be at site 2 + one vote disk.

here we can not keep quorum on any of the above 2 data centers. 

if i keep at site A, if there is power cut/blackout, site B will be active. and cluster required majority of vote disk. as per my case only 1 vote disk will be there. so cluster will go down. 

so 3rd vote disk to be visible to both site and mirrored. 

can i keep it in ACFS. so it can be visible on both side. will my cluster work fine?
