Database Down alert does not email until after database comes up again

I am using Oracle Enterprise Manager Database Console 11.2.0.1.0 on Windows Server 2008 R2 64 bit to manage and monitor my Oracle 11.2.0.1 enterprise database.

I setup a notification rule to for the database instance and set the availability to Up and Down with method of Send me email and with repeat notification set.

when I shut the database down for a test, I wait and I wait and I never get an email.  When I finally decide to startup the database, then I get emails telling me the database is down, then seconds later I get the cleared email.

Is there something I am missing in the setup or is this a bug with this version of 11g console?
