14570456:R12.ONT.B 12.1.3 relink failed for modules: FEMCCE, MSCCPP, MSCMON, MSCNEW, MSCNSP, MSCNSPN

Manjunath says: While applying patch 14570456:R12.ONT.B, in test instance, we got many relink errors (below).

1. Is this a known issue or do we have to apply another pre -req patch?
2. Can we skip those relinking errors? We are not using MSC yet?

I have  discontinued the adpatch session (below).
Please advise.
