What is the path from Windows 2003R2 (64-bit)/Oracle 10gR2 (10.2.0.2.0) to Windows 2008R2 (64-bit)/O

We have a Windows 2003R2 server with varying versions of Oracle. Our goal is to get all Oracle DBs on a Windows 2008R2 server and Oracle 11gR2 (latest release/patch level).

Current Oracle versions on this server: 10.2.0.2.0, 11.1.0.7

Should we install Oracle version 11.2.0.3.0 on this server, upgrade each database to this version, then migrate to Windows 2008R2? This concern here is that we have 7 databases and various Oracle versions on this one server. Right now we have them all talking to the 11gR1 listener (working) but don't want to introduce another level of complexity on this server. We also have too many Oracle homes introduced incorrectly, I believe, by a predecessor of mine.
