JDE - Left Outer Join Business view

environment:   JDE 8.12, Tools 8.98 4.6, db AS400

issue: when run a report locaclly on a windows FAT client.  the report correctly process records from the business view that uses SQL 89 Left Outer Join.  However, when the report is run from a web client, the NULL records that should be a result of the Left Outer Join are not processed correctly (ie the report is not able to identify the NULL records).  The table that should be returning NULL records in this case is a custom table that has a Left Out Join TO F1201.NUMB.

The custom table in question has had fields added to it and its indexes modified.  Initially, we suspected a deployment issue was at fault.  We have re-deployed all objects numerous times, regenerated the custom table.  Finally a full package has been built and the serialized tables cleared - the issue still exists when run from the web client.
