AGIS - Security Definition Setup

Hi Team

There is set in AGIS which assign user to an Organization. This set up allows many users assigned to one organization. In this case how the transaction will flow ?

If these all users are assigned to receiving org? Will all of them be able to approve the entries sent by Initiating org ?
