Install Base Owner Change Error

Hi,

  I am trying to change the Ownership for an item in the install base.It is a serial Based item When i am doing the update i am getting the below error.

Column p_location_id must have a value. Unable to locate a valid Sales Tax rate for transaction. Ensure that an active Sales Tax rate exists for the Location. API Programming Error: Installed Base to Contracts Interface Failed.

Any Ideas?.
