Fixed Asset posting costs to a work in progress

We are looking for other companies practices for posting costs to a fixed asset that is in progress over fiscal year end.  Currently we create the asset and post the costs when the project is complete.  We are unable to post the costs for a prior year once that GL period is closed unless we open the prior period.  This change in practice happened after we upgraded from 7.3 to 9.2.
