US PAY: Form 941 Still Run for 2012 after Applying EOY phase II Patch 16000001 ?

We have applied EOY phase II Patch 16000001, but form 941 still run for 2012. Is that because we need to run for the last quarter of 2012 and it is not the time to run for 2013 quarter 1 yet?
