Scheduling failed

 Hi,
We have order and it status is Booked instead of Awaiting shipping.And i found there is Scheduled ship date generated which is actually come by default when we enter the sales Order.

I try to Progress the order and the eligibility activity showing as "Schedule-Eligible" but when proceed getting error "Scheduling failed. No APPS instance defined. Set APPS instance and run collections".

We are not using ATP.

version 12.1.1
