How long since Grid 11gR2 node loses public network connectivity untill node eviction and failover?

I use Grid Infrastructure 11gR2, I have 2 nodes in the cluster.

I want to restart the public network interface on "Node1" to reload it's settings.

Will this node's resources failover to "Node2" for not having public connectivity eve0n for few seconds?

Does it have a threshold for losing network so it will return to function properly after interface is back again?
