R12 - Tax Rate Codes form (ARXSUVAT) is not in the AR navigation tree.

Hello,

Does anyone know why Tax Rate Code form is not in R12. In an 11i instance I navigate to Setup > Tax > Codes. However, this is not there in R12??Anyone know how to enter them now or if I need to add it to the Responsibility??
