ORA-15063: ASM discovered an insufficient number of disks for diskgroup during restore operation

I have a single instance ASM 11.2.0.3.0 database on Windows 2008 R2. It uses a single external redundancy diskgroup that contains one disk. The disk is an iSCSI LUN provided by a Sun ZFS Storage Appliance. I created a snapshot-based backup of the database by shutting down the database, dismounting the disk group and taking a snapshot of the LUN on the appliance. I now want to perform a database restore. I shutdown the database, dismount the diskgroup, and rollback the LUN. When I go to mount the LUN the first time I get the following error
