we are getting below error during execution od developer script

Hi


23:19:59,062 ERROR [[/kknaid]] Servlet /kknaid threw load() exception
java.sql.SQLSyntaxErrorException: ORA-01031: insufficient privileges
ORA-06512: at "SYS.DBMS_SESSION", line 101
ORA-06512: at "kknaid.PKG_STATE", line 56
ORA-06512: at "kknaid.PKG_STATE", line 68


could you please suggest me  to fix the error.
