R12.1.3 - Change Request Notificaiton Does Not Have View Req Link

The Change Request notification is very much like the initial Requisition Approval notification so why doesn't it have the link to View the Requisition?  And how do I add that?  I tried adding the Open Form Command attribute but it doesn't populate all the data and it's trying to be in edit mode.  We just want to view the requisition at this point in the process.  What do I add for that?
