How to grant provisioning manager to workspace folder without granting full access to folder?

We assign Reporting and Analysis Provisioning Manager role to Security Users for them to assing access to workspace folders, without having access to delete these folders

EPM documentation says "Reporting and Analysis artifacts are available to users after they are given access to the artifacts
by an administrator or a provisioning manager"

But users with R&A provisioning manager role can't even see folders, even if we also grant Explorer role too.

The only role we find for him to grant folder access, is R&A Administrator. But this assigns full access to folders...

Is there a way to have users with ability just to assig access to folders and not deleting them??
