US PAY: First Payroll Archive of 2013-Employee Accruals current amount is negative

We are having an issue with the Payroll Archive for our first payroll of 2013.  All PTO plans show the current earned amount as a negative for the full year's accrual hours.  Example, if the employee earns 96 hours in the full calendar year, it should show 3.69 for the bi-weekly current amount earned.  Instead it shows -92.    We did run the PTO Carry Over process. 
What did we miss?  Is anyone else experiencing this?
