Short_Text type Attachment restrictions(can view but not able to update) for certain responsibility

Hi,

We have a typical requirement.

We have created 3 document category (cat1/cat2/cat3) having data type = Short Text. for a particular form.

Now we want to provide view only access to some responsibility for cat1 text field and other respo can edit/view(full access) for this category.

Is it possible to achieve it using "Attachment Function" under application developer respo? or we have to go for form personaliztion?
