Can oracle apps will work on fresh installation of OS : High Priority

Hi All,

Our server has a problem in re-booting as we were in a process of adding a Hard Disk.
We have backup in /backup mount point and all files(oracle DBtech_st and Dataapps_st and Applications apps_st,tech_st and inst) in a /data mount point, which have been copied to a separate HDD before the activity.

Now we are in a state that we cant get back our server and planned and started to install again O.S. Then restore the both the /backup and /data from HDD where we copied before activity.

My point is can we make our DB and APPS available again as we have all files in /data?
