Managing Databases using Enterprise Manager (MOSC)

ORA-01031 when issuing the emca -config dbcontrol db -repos create

The db was created with Database Configuration Assistant to recover a database with a corrupt spfile.  The option to manage the db with Enterprise Manager was not available at creation time.

I was able to successfully run the emca -deconfig dbcontrol db -repos drop command.  Since the drop did not get an error I thought the create would run...

I have reiewed a couple of Oracle docs for trouble shooting this issue, it looks like the next step is to bounce the db.  Wondering if there are any other options / suggestions?
