30 Day Billing cycle - Feb billing

We have many awards where the billing cycle is 30days. In the month of feb these awards do not get picked up by the generate draft invoices program as it is not 30days and we have to manually run the generate invoice for each award. How do most org have the billing cycle set up - last working day of the month ? ..or do you have an override code for this single month ?.
