OIE Expense Template Selection

Is there a way to limit the possible Expense Templates in the dropdown for some users?

In Oracle 12.0.6 we have 6 Expense Templates for iExpense (OIE).  One of the templates is only for the Sales Department, but users of the system often select this category incorrectly when submitting their expense report.  I checked google and searched the forums and could not find where the template selection is located by uer.  We have AP, PO, GL and OIE.
