Creating Sourcing Rules from PO Approval and/or POASLGEN

Using Approved supplier list and local sourcing rules to auto-release PO reqs from MRP.

Able to create local sourcing rule from the Approval of a Blanket PO. Also able to create local sourcing rule by running POASLGEN.

Enabled org access to restrict responsibilities to specific org.

Now can only create a global sourcing rule by running POASLGEN.

Does org access prevent the creation of local sourcing rules?
