QST/GST Should No Longer Compound Tax

Canada has changed their tax compound law effective as of 01/01/13.  We tried to modify our Canada eBTax setups in the following manner in order to comply:->  Advanced Setup Options -> Tax Formulas -- opened the rule for compounding tax in Quebec for GST, and entered an effective to end date of 12/31/2012.

When we do this, we receive "An Unexpected Error has occurred", then "Workflow activity Book has failed." errors.  Does anybody know if there exists a patch to correct this?  Or of some other way we should make this modification to no longer compound taxes on GST in Quebec province?
