Purchase order record lock

We are using JDE 9.1  are experiencing record locks on purchase orders.  Apparently POs are being created and getting hubg up before they can start traveling via the approval routes.  In one instance the PO is approved but locked at a user and cannot receive. 
Any help would be greatly appreciated.
