What is the RATE_CATEGORY in pin_impact_ctegory?

HI,

In the pin_impact_ctegory file, what is the rate_category? What are the list of possible values for this?

I created an impact category for /service/telco/gsm, but I cannot view it for /service/telco/gsm/telephony or  /service/telco/gsm/sms. Should I have to be more specific. I tried using a * at the end.
