Sales Order not visible in Shipping Transaction <form>

hi guys,

we are currently facing an issue

1. sales order had 1 inventory item, the user accidently specified 0 qty for the sales order

2. later on the user added a second line in the same sales order, but this time the sales order is not visible in the shipping transaction form
