Template does not default (intermittent)

When you initially run and publish a report in Report Manager you select a template.  As I understand it, when you run the same report for a different period standard fucntionality is that the template previously selected defaults in. We have an intermittent issue where the template is not defaulting; has anyone come across this problem? 

We are on EBS 12.1.3.
