Check Default Delegate on signin and if no Default Delegate then redirect to Default Delegate page

 
Hi,

My requirement is like below

Default Delegate is a custom page,All Managers are mandatory to define default delegate using custom page and Managers are not allowed to access any other peoplesoft page until they define Default Delegate.

Manager should auto direct to default delegation request component after successful login, if user has not defined ‘default delegate’ yet,
 Managers are not allowed to access any other peoplesoft page until such time that delegation arrangement is established.

In our project Single sign on established

Please let me know procedure to achieve this requirement.
