DB Tier cloning issue

Hi ALL


EBS : 12.1.1 with 11.1.0.7

Customer is trying to clone his DB Tier , but it fails , I have checked Note 1406053.1 , That looks like the problem , But in customer's case the file is sys1.dbf and the tablespace SYSTEM is not full. and sys1.dbf is not the last data file as they have sys1 till 10 available.
