R12.1.3 : Error when applying NLS patches : A fatal error related to codelines or codelevels has occ

Hi,

we have Eight langauge NLS support.Langauges installed are (French,German,Simplified Chinese,Traditional Chinese,Turkish,Portuguese,Japanese,Spanish).
Due to one issue we were supposed
to apply patch(13557401) which had prereq patches(12412450,12679032).English version of all patches
are applied successfully.Now we are  trying to apply NLS patches of all above patches.I observed NLS
for our installed languages are not available for patch(12412450).For patch (12679032) translation
for Turkish and  Portuguese is not available.Patch (13557401) traditional chinese, portuguse and turkish
are not available in oracle support.

Issue Details:

after merging NLS patches for (12679032) i am getting below error.However Base patch is already applied and am able to view it in DB:
